Greetings all, has anyone experienced a less functional screen while working out in the rain? I was out for a run the other day, when it started to rain. The screen became less responsive to touch and swiping motions, and just sluggish in general..
Water can cause abnormal actions on any display. If you wish to keep your display from the effects of water, swipe open the control center by holding down at the bottom of the screen and swiping up, then press the water droplet icon. To disable water lock, turn the Digital Crown.

Great advice, with the exception of how to turn Water Lock off. In WatchOS 9, it was changed to press in and hold the digital crown to turn Water Lock off.
To the OP. Water and touch aren't good friends. Water will naturally reduce the accuracy of touch on any screen which operates by touch.
