We are all Apple users, like yourself, in this Community. No-one here would know why Apple does what it does.

Apple Support has an article online (link below) that shows which countries and regions are accepting of Apple's Apple Pay.

Article says:

"You can add your credit, debit or prepaid cards from participating banks and card issuers in these countries and regions":
