Every once in a while a light blue bubble appears at the top of the screen that says “personal “. What does this mean?

If a light blue bubble appears at the top of your screen it’s probably automatically turned on your Personal Focus.
if you go to settings, focus, personal and the. Click Smart activation you can see if it’s on or off.
I’ve never seen it, but it’s probably a warning that the app has accessed some personal information on your phone. Go to the App Store and read the description of the app to see what data it collects about you.
