Keyboard Missing at Power-on or Restart

[Second attempt to enter my problem]

After a forced reset, a power-on, or simply the once-a-week forced passcode entry, my iPhone SE3 (iOS 16.4.1) displays the screen to enter my passcode. However, the keyboard is not displayed. This is repeatable. Besides the passcode field, the only other thing on the screen is the “Emergency” button. I've learned that the only way to restore the keyboard is to wait for the screen to time out and then wake it up. Certainly, this can't be how Apple designed the iOS to behave. Bluetooth is enabled but there are no paired devices. I own two identical iPhones and they both exhibit this behavior.


My wife is a recovering stroke victim and is confused by having to do more than enter her passcode. I may need to get her a simple phone.

04/30/2023: Reading history, I see that this is not a new problem. I see a lot of suggestions, but none of them solve my problem. I don't seem to have this problem on my iPad 6 (iPadOS 16.4.1), nor on my employer's iPhone 11 (iOS 16.4.1). It wouldn't be so bad if merely tapping into the passcode text field… or pressing the Home button (or any other button) would bring up the keyboard. But, nothing works except to wait for the screen to time out. My guess is that the “display keyboard” subroutine is not being called at the right time after power-up or after hard reset.
