Pick up online purchase at U.S Apple Store as Brazilian

Basically, I am brazilian and living in Brazil, my brother is travelling to U.S.A in June for tourism and I would like him to get some Apple devices for me.

I am ordering through the online store apple.com using my own Apple ID, making the payment online as well and selecting "pick up at nearest store" option. I see there's an option for a third person to pick it up for me, but I am not sure if the store accept ID issued by government other than U.S government.

Can someone please clarify if physical Apple Stores (in Orlando area) should accept a person with foreign government-issued ID document to pick up items purchased online?

PS.: Probably my brother is going to use the Brazilian Passport as the official ID document.

I believe private purchase (not for resale) wouldn't qualify as "export".

However, all Apple says is "government-issued ID".

If you would like someone else to pick up your items, select Someone else will pick up these items. To pick up your items in an Apple Store, you will need to bring the order number and a valid government-issued photo ID. If you have designated an alternative pickup contact, they will need to bring the order number and a valid government-issued photo ID.

I have no idea how fussy they might be. I've seen someone reject a foreign state driver license as an alcohol ID, but I believe they're only trained in my state for US state/territory driver licenses/IDs and US or foreign passports. There are a lot of people who would only have a foreign passport even when living in the US as temporary residents (like students), so I'm not sure why anyone would reject that for something as simple as picking up an item.

"Shopping in the U.S.

Items purchased online from Apple ship within the continental US, Alaska, Hawaii and Puerto Rico. No shipments can be made to P.O. Box addresses, United States territories, or addresses outside of the United States. You may not export any products purchased online from Apple."

It will probably depend upon how fussy the store is about things such as the above restriction.
