Home App in settings missing (iPad mini 6)

Trying to setup my iPad mini 6 iPadOS16.4.1 as home kit. Location services are ON, connected to iCloud and syncing, still cannot see the Home App under settings. There is a thread with a valid reply on here . It doesn’t work for me. Any ideas?

You can see the Home App in Settings in apps syncing with iCloud but this is only to enable or disable it. It used to be in the listed apps in the left pane but the new Home architecture disabled this because an iPad can no longer be used as a Hub. Do you have a Hub? Like an Apple tv or HomePod?
