Home app does not appear in the list of settings on my iPad

I've followed the official Apple advice on setting up my iPad as my Home Hub to the point where I'm supposed to:

"Go to Settings"

"Select Home"

The Home app does not appear in my list of settings.

I am on iOS 16.4.1

Apple Home is a nightmare of an app.

iPadOS16 has migrated onto Apple’s new Home architecture. iPad cannot now be used as a Home Hub. Instead for the Home Hub, you must use either an AppleTV box - or a HomePod.
