- Is/was iCloud Photos enabled on your old iPhone?
- What exactly do you mean by you not having access?
If you have absolutely no access to the phone and photos were not synced to iCloud, you will unfortunately not be able recover your photos. If it's just an issue of you not knowing the passcode or the screen is broken, try visiting the Apple store.
