im switching my data from my old phone to my new phone and it keeps telling me its unable to activate because of my internet connection

Start here, check the network connection:
You need to have a good Service and/or Wi-Fi.
If they are On, turn Off Hotspot & VPN.
Charge the battery > 70%.
