If you are seeing this 'Cannot Reset Apple ID Security Questions' message means that you didn't provide the correct details to prove who you are.

After you reset your security questions, you might want to set up two-factor authentication instead. It sounds like you have already tried the reset procedure and it isn't working. If you get a message about not having 'sufficient information', you will not be able to reset your security questions.* Realize that several years ago Apple transitioned to using to two factor authentication instead of security questions and has been encouraging users to switch to the newer security system. Your next recourse will be try to change to two factor authentication as outlined in this article --> Two-factor authentication for Apple ID - Apple Support Follow the instructions in the section "Turn on two-factor authentication for your Apple ID"

I am having this same issue with an old Apple ID account I had in middle school. I’ve called twice and they keep making me do the same thing and the security questions are saying insufficient information. Did you ever figure it out?
I have tried following Apple's recipe to reset my forgotten security questions, but I continue to run into a catch 22... iforgot insists that I answer at least 1 of the security questions (which are now in Chinese due to my account being hacked) before allowing me to reset my questions. Luckily, it's an old unused account, but I would dearly like to lock the hacker out.

Apple no longer supports resetting security questions for older accounts. Instead, you should enable two-factor authentication (2FA) for enhanced security.

Yep THIS! I was blown away when the senior manager account specialist whatever whatever told me the only way to get access to my account was to answer the Security Questions. Only in my case, since Apple has the worst security measures in place, someone took over my account and changed the security questions. All the associate could do was keep telling me to answer the security questions. I love the subtle reminders of why I ditched Apple 10+ years ago. This not so subtle reminder I haven't loved.
Solved the problem!
Old Apple ID account created many years ago.
While I was able to reset the password, I couldn't get any further, as yes, it kept asking me security questions for which I just didn't know the answers.
I went to Apple Music, and in the account tab tried to sign in. Then (ta-da!!!!) the system prompted me if I want to turn on the 2-factor authorization for this account, I said yes, entered my phone number, got the code and since then everything works!
I've had this problem for at least 5 years - I've tried contacting Apple every year or two to see if someone can fix it and they never can. Someone had maliciously used my email address to create an account and so I had no idea what the security questions were...
The 2FA trick works!
I tried to log in from a windows computer first, and while it gave the 2FA option, that failed... but when I logged in from a mac it overrode the stupid security questions. Amazing.
I'm OUT OF MY ACCOUNT for more than 2 YEARS!!!
Tried EVERYTHING, including LIVE PHONE SUPPORT!

My account if very OLD! More than 15 years!!!
After some point (when Apple migrated the accounts from USERNAME to EMAIL) the problems started
NOW, when i try to login (i KNOW my password!!!) Apple asks me for the SECURITY QUESTIONS!
I don't remember setting up ANY security question!
So, when i say "i forgot my security questions" Apple ASKS ME FOR MY SECURITY QUESTIONS TO RESET MY SECURITY QUESTIONS!!!
Is this the WORLD we live in now???? NOT even a LIVE AGENT can resolve this SYSTEM BUG/LOCK/NONSENSE???
The last tip was "try to LOGIN on an Apple device"... i TRIED! Many times! NOTHING WORKS!!!
