No shortcut option on Action button

I recently bought an apple watch ultra and on setting up the action button the choice for shortcuts is not there. Am I doing something wrong?

Also, there are loads of YouTube videos out there on how to program shortcuts with the Action Button on Apple Watch Ultra.
