These steps may help. Please use the steps to restart your iPhone: Restart your iPhone - Apple Support

"How to restart your iPhone X, 11, 12, 13, or later

  1. Press and hold either volume button and the side button until the power-off slider appears.
  2. Drag the slider, then wait 30 seconds for your device to turn off. If your device is frozen or unresponsive, force restart your device.
  3. To turn your device back on, press and hold the side button (on the right side of your iPhone) until you see the Apple logo."


Please make sure you have enough device storage to download the photos and videos. Once your iPhone has fully restarted, please try the steps here: Download iCloud photos and videos - Apple Support

"How to download photos and videos from the Photos app

If you want to download a full-size copy of your photos and videos from the Photos app to your iPhone, iPad or iPod touch with iOS 10.3 or later or iPadOS, or your Mac with OS X Yosemite 10.10.3 or later, follow these steps.

On your iPhone, iPad, or iPod touch

  1. Go to Settings > [your name].
  2. Tap iCloud, then tap Photos.
  3. Select Download and Keep Originals.
