After changing the iCloud tariff plan to a larger one by 200 GB, all my photos and videos that were before 2021 have disappeared, they are also not in iCloud, how can I get them back?

Photos Gone Missing After iCloud Plan Upgrade:
A. Check iCloud, Directly:
Go here, and see if they reside in iCloud: https://www.icloud.com/photos
If not, then they are just not there.
B. New iCloud Sessions:
Log out of iCloud on all of your devices, and then log back in, one-device-at-a-time. Perhaps it all needs to resync?
C. A Server Error, Perhaps?/
It may be a glitch on Apple’s side. So, give Apple a call, seeing if they see these, on their end:

Troubleshooting Lost Photos and Videos:
Loss of data is something you would have agreed to upon opening an Apple Account. So, if the following does not work, then they are gone. That's just the way it is :(
Four Tactics to Try:
A. Start here: If you're Missing Photos or Videos in the Photos app - Apple Support
B. Check iCloud, Directly:
For Photos: Go here, and see if they reside in iCloud: https://www.icloud.com/photos
C. Restore your iPhone from a Backup:
Have any backups of this iPhone prior to this occurrence? If so, restore your iPhone from one that has these photos (the most recent backup, ideally). If not, then take this as a learning experience, knowing to always back up your device for recovery purposes. Important: Back up you iPhone prior to performing this restoration, should anything go wrong from here on out.

Download All of iCloud Drive:

Troubleshooting iPhone Storage:
Internal storage cannot be upgraded. It is what it is. So, the maximum internal storage capacity never increases, even if you upgraded your iCloud plan. Learn More here: What's the Difference Between Device Storage and iCloud Storage? Apple Support
