how do i get widgets on my ipad 7th generation? I can only put widgets on my today page.

Have you updated your iPad to iPadOS15 or later? Your iPad7 is capable of update to iPadOS 16.x.
If you have not updated beyond iPadOS14, you’ll not have facility to install Widgets on your Home Screens.
