i bought an au locked iphone in japan and then i openline it in phillipines can still be openline in ph after i reset it or can be back in au lock.? is it ok to factory resset it or not.?

You have a brick. So, you'll have to return this (however so --maybe via Mail). Take this as a learning experience, knowing to never purchase a locked iPhone. If purchased off of a Website (i.e. eBay), then contact the site, seeing if the seller can be held accountable.
