Photo Storage Problems

I have uploaded all my photos onto my iCloud from my iPhone, but the 23 GB of photos will no go off my phone after I have deleted them all off my phone and deleted from recently deleted. What do I do to get rid of the gigabytes off my phone?

If you deleted your photos from the recently deleted folder, you have permanently deleted your photos on device and in iCloud. Photos will not offload from your phone as iCloud is a synchronization service, not offline storage.
