Note what happens when you downgrade.

Basic free iCloud will always be available. If you do not want to use its features, read this support article about disabling some: Change which apps sync and store data with iCloud - Apple Support

iCloud is part of your Apple ID/Account, and any device signed into your ID. It isn't on your iPhone in particular.
