Apple Pay won’t add card saying no internet connection but I have , used this card before but had new phone

Could not add card to apple pay. Hi there! ever since i bought a new phone i havent been able to add my card to apple pay at all, ive tried everything i can, eg: factory reset, change location, reset all network settings. and all i get from it is the same ‘could not add card to apple pay’ is there any fix?
