Prior to upgrading to Monterey I had no issues with live streaming via the built in webcam, an external webcam, and with GoPro or GH4 via 4k HDMI to USB 3.0 video capture.

As indicated in the screenshot, apps that seek permission to use your camera show up there. It's not a place to start from, it's a report. So start with the app you want to use, and when that requests use of the camera you'll be notified and your decision will be noted in the window above.

There’s the command just fill in the values and you’ll manually give the app permission to use the camera.
