It won’t let me create a new Apple ID

Whatever I touch to create a new Apple ID it says go to Apple support and I have to send a code to my mom but I don’t know what the code is because she isn’t here she’s at work

I have never seen that in connection with not being able to create an ID. Are you trying to create a child's account? That needs special measures as outlined in Create an Apple ID for your child - Apple Support


This document explains how to create a new, non-child Apple ID (create an Apple Account) --> How to create a new Apple ID - Apple Support


To me it really sounds like you are encountering two factor authentication which you encounter when you try to sign in on a new device with an existing Apple ID. Are you signing in with her ID to create another ID? Get a verification code and sign in with two-factor authentication - Apple Support
