iPhone 13 Pro Max video becomes blurry when sent in messages

iPhone 13 ProMax setup.  Videos sharp played back on iphone.  Sent using "messages" to iPhone or android & video is tiny & so blurry people aren't recognizable.  

Internet settings ok, using wifi.

Low-Quality mode is disabled/OFF

Message is on

Send as SMS  On

MMS Messaging ON

Settings>Camera>Formats>Camera Capture>most compatible

Photo Capture>Apple ProRAW> ON

Video Capture> Apple ProRes> OFF

Settings>Camera>

Record Video>4K at 24 fps

iCloud Drive ON.     Maybe should turn off??

No setting for “messages” under cellular data
