How to put the Russian language in the App Store?

Hello, in Kazakhstan there are officially two languages and most of the inhabitants of the post-Soviet space. Having chosen the country of Kazakhstan, when I start the smartphone, English is displayed everywhere in the app store. You won't believe to come here and apply, I took a lot of screenshots and used a translator. There are many thousands of people like me who cannot use their smartphones efficiently because of this big language problem. Please make it possible for residents of Kazakhstan to set up their smartphone so that all information, including on this site, can be seen in Russian.
