Change the language in App Store

I currently live in Portugal, but although I speak and read Portuguese to some extent, I would have liked to have the language in App Store set to my preferred language, which is Norwegian, but if that’s not possible, then English. There are lots of videos claiming that it is simple. Just go to Settings>App Store and select language. But it isn’t that simple. It doesn’t change the language at all.

Other than that, I can change the location of my account, but that’s not very practical since I live in Portugal.

So what’s the answer? Is it possible to set the language in App Store to your preferred one?
