What are you using to access the Dutch Apple Store website?

If using Safari for instance, you can click on the language icon on the address bar and then on "Translate to *language*" to have Safari translate it to your selected language.

The website itself does not have language options, but your web browser may offer a translation option like Safari.

I now see that you are asking about the Apple Store and not the App Store (this forum).

I suspect that each country specific page is only rendered in that country's language unless there are options given in the country selection at the bottom right of the page. For example, if you go to https://discussions.apple.com/choose-country-region

you will see that Switzerland has French and German versions and Canada has English and French versions. However, you will then get the information for that country. In other words if you want to see the prices in Holland you will need to view the page which will only be in Dutch. If you are just looking for general information about a device then start with a page in your language. Remember, however, that some technical details about equipment may vary from region to region (for example, iPhones may have region specific details). In that case, use a web browser that offers a translation service.

In general it is advisable to only purchase Apple equipment in your home country. For example, the warranties may only be honored in the country of purchase.

You will have to learn Dutch. In general there is no localization for a country's app store, the language cannot be changed from the one set for that country.

This post Changing App Store Language to Italian in… - Apple Community implies (but I do not see this confirmed) that in countries where there are multiple official languages, you might be able to effect a different App Store language if your device is set to that Region and then set the order of your preferred languages in Settings > General > Language, putting your preferred one at the top. Again, your Apple Account would have to be set to that country, you cannot just choose a different languages in Settings alone.
