This page https://getsupport.apple.com/products/choose appears to me in German, why? Have I set German as my language in my settings? No. Then show me this page in English, no translation via Safari shenanigans. Show me the actual page in English.

To me too it displays in English. It will default to the language appropriate to the country settings you have selected fro your account unless you force it otherwise. I can get it to display in German if I go to the bottom right corner of the page and select Germany as the region. However, I also see that the German language page has an option at the bottom left where you can click on the "English" button. Did you try that?
Don't forget, it isn't us who are forcing you to do anything. The people here are customers like yourself. This is not Apple's official support service. So I just spent 5 minutes of my time trying to sort out your problem and find a solution. ;-)
For me it choose English, as my system settings are in English. It is weird that it shows you German, are you In Germany right now?
