Trying to Download an App - says it needs me to update the iOS, but I have the latest version?

I'm trying to download an app onto my iPad, which has iOS 16.4.1 installed

When attempting to download the app in question, it notifies me that I must upgrade to at least iOS 14.5 before I can do so.

There seems to be no way around this.

Please could someone advise me if it will be possible in any way?

Software updates I wanted to get a new app on my IPad that requires iOS version 14.0 or later. The current version that I have is 12.5.6, my unit says it has the latest version. I have the auto updates on but am lost as to why it doesn't go any further.
