Trying to Download an App - says it needs me to update the iOS, but I have the latest version?

I'm trying to download an app onto my iPad, which has iOS 16.4.1 installed


When attempting to download the app in question, it notifies me that I must upgrade to at least iOS 14.5 before I can do so.


There seems to be no way around this.


Please could someone advise me if it will be possible in any way?
