I’ve had an Ultra since its release. I get up at the same time every day, and with optimized charging it never charges past 80%. I like the idea of optimized charging, but isn’t it supposed to learn when I get up every day and charge it to 100% right before then?

No. With the new Optimized Battery Limit (that's new for Apple Watch Ultra), your watch has learned from your usage and charging behavior and like mine and most others I know with an Ultra watch, it will usually charge to 80% or less. It knows you likely charge it every night (as you should if you aren't wearing it to sleep) and that you don't actually need a charge to 100% with the larger battery in the watch. It's going to last you all day and then some, even at 80%.

Those don’t offer a solution. Here is a way for you to bypass that feature and force the Ultra to fully charge. (Into was recently experiencing this and it was cutting into my need for the watch, like using it for AutoSleep one if the best sleep tracking apps, so while the other replies offer reasons they don’t offer away to fully charge, if that was a need).
You can make your watch charge to full before it's scheduled to do so:

It doesn’t look like anyone on here, including myself, knew that you could turn off the optimized charging limit.

I’m having the same exact issue. I’ve owned my ultra watch since January 2023 and have noticed just within the last week or two it only charges to 80%. I’m curious where on the watch you go to in order to select “”Charge To Full Now”? I click on the battery icon and the only option I see is to select lower power mode.
