"Restore a built-in app that you deleted

1. On your iPhone, iPad, or Apple Watch, go to the App Store.
2. Search for the app. Make sure that you use the exact name of the app.
3. Tap the Redownload button .
4. Wait for the app to restore, then open it from your Home Screen".

The only thing that helped for me was updating my device. After I updated my iPad I was able to reinstall Apple Music.

Offloading an app retains all documents and data. See if deleting some downloads in Settings > Music helps with the reinstall.

I turned on “Download over Cellular Data” in Settings>Music. Then i tried downloading the Music app using Cellular Data and it worked.

So 1 year later and there is no clear solution?
