I own iPhone 6 with iOS 12.5.7. I cannot pair my series 4 Watch: My iPhone is "out of date". Is there a way to install a lower watchOS so that the watch will be compatible with that iPhone?

Since there is no way go backwards with WatchOS, you'll either not be able to use the watch, or its time to consider retiring your older, out of date iPhone in favor of a newer, more modern iPhone?

Unfortunately, no. Once a device is updated, it cannot be rolled back.
