iPhone unavailable

Please why can’t apple help me access my mum phone that is temporary Disable/unavailable. The phone have iCloud account and we don’t know the password because the email used on the iPhone is not an existing email address. So it’s difficult to retrieve the phone to its normal display. Kindly assist
