I signed out of IMessage and my phone won’t allow me to sign back in
How do I sign back in to iMessage? When I choose “sign in” or “use other Apple ID” it doesn’t do anything.

Try to restart your iPhone and see if you able to sing in to iMessage, also check if there an update available for your iPhone :Update your iPhone or iPad - Apple Support
