Apple Watch sounds and haptics when locked

Is it possible to configure an Apple Watch to receive notifications (sounds and haptics) when the watch is locked? For example, when carrying the watch as a pocket watch. Phone calls seem to ring through even when the watch is locked, but Messages just silently go to the Notification Center. This watch is also using Family Setup if that matters.

Notifications do vary depending on the state of your Apple Watch versus iPhone. As explained at Notifications on your Apple Watch - Apple Support:


If your iPhone is unlocked, you get notifications on your iPhone instead of your Apple Watch.
If your iPhone is locked or asleep, you get notifications on your Apple Watch, unless your Apple Watch is locked.


So is the watch in question tied with your personal iPhone or was it attached to a family member's?

It's my child's watch, set up using the family setup, so it's connected to my phone. I'd like them to be able to receive notifications (sound/haptics) for Messages while the watch is in a pocket, carried as a pocket watch. In this state, unless we disable the passcode altogether (which we don't want to do), it seems like notifications just silently go to the Notification Center.
