How can I have my desktop background behind transparent fullscreen apps?

You're right.

I also tried with a transparent window in Terminal, and it becomes black when in full screen.

There is probably not a setting users can change to make this happen.

In some part at least, it will depend on the application, so I don't think you can guarantee that it works for all of them.

For example, it DOES work for Mail, but NOT for Safari.

(You do have to turn off "reduce transparency" in System Settings->Accessibility, but I am sure you already have that off if you see transparency when not in full screen)

+1, although for the opposite reason of having no transparency, LOL.

It still bothers me that the best macOS can do today is "reduce transparency" and not disable it. I can still see some leakage in certain apps while "reduced" is checked.

lol I see. Run in Safe Mode all the time. Accelerated graphics is disabled and I believe transparency with it. :)
