the instructions to transfer from Apple Cash to newly approved Apple savings don't work. Only gives me the option of using my external bank instead of transferring into savings.

Can you do a pull rather than a push? In other words, use Apple Savings to pull the funds from Apple Cash. This should be setup by default.
iPhone > Wallet > Apple Card > Savings account > Add Money (white button) > enter dollar amount equal to or less than your balance in Apple Cash > select right facing arrow>. > select Apple Cash from top of page as transfer source.
Apple Cash transfers are free and generally instant.

Apple Cash is not allowing me to withdrawl to my newly opened Apple Savings. It only gives me the option to send to my bank?
