Photos imported into MacBook Pro Photo App are not syncing with iCloud.
I downloaded JPEG and RAW photo files into the Photo App on my Mac Book Pro. I can see them on the computer.
These do not show up on my I-Phone 12.
How do I can I make all photos show up on all the different Apple devices?

By default, this content will not sync between your device.
You'll need to enable a feature called iCloud Photos on each device, and then all your pictures and videos will be synced on every device using iCloud Photos. Upload one place, shows everywhere. Delete on one device, deleted everywhere.
