Devices NOT syncing my Messages

I've an iPad and iPhone, both using iOS 16. My laptop is brand new and using OS13. I've selected to sync using iCloud on all my devices, however the messages still do not sync! When I delete a message or conversation on my laptop, or I-device, I STILL have to delete the same one on all my other devices! Argh! Time suck! What am I doing wrong?

Yes. On my devices I go to Settings > my photo/Apple ID > iCloud > Manage Account Storage > Messages > Disable & delete. But there is no option in iOS16 to 'erase' or anything like that, just "Disable & delete" or "Undo Disable & delete". Has the option I'm looking for been moved in the iOS update? Help please!
