Try the steps outline here:

-> If you see a Cellular, Ultra Wideband, or Apple Pay Issue message after an iOS update or restart - Apple Support

As a heads up: your phone should be no greater than 4 years old from original iPhone 7s purchase date in order to qualify for this program.
