If this is a pre-owned Apple Watch you purchased then found it is Activation Locked after you acquired it, you need to contact the original owner and have them follow the steps to remove the lock, described in About Activation Lock on your Apple Watch - Apple Support
if you can't contact the original owner who set the lock you can never reactivate the watch. Activation Lock is a security function designed to make stolen devices worthless, and it is suitably difficult (impossible) for anyone else to remove the lock.
If the watch is locked to *your* Apple ID but you no longer have the trusted phone number which was set for 2FA, you might find some difficulty getting logged in to change your security settings. The only suggestion I can offer is to take a look at Two-factor authentication for Apple ID - Apple Support and hope you still have one of the "trusted devices" which might be allowed to connect and add new numbers. You might have to be patient and follow a few links to find the clue you need.
