This started happening in the middle of April 2023. Not sure why, but the only notable change was that I activated a second phone line, so now I have 1 SIM and 1 eSIM. I did several hard restarts, updated the iOS and I have more than 10 GB of free space available.
Have you experienced any similar issues? Any ideas on how to fix this issue?

never had that with my 11 running the latest ios version only 1 sim though
if it was me then I would
try restarting the ios device Force restart iPhone - Apple Support and check if it resolved it if it did not
then I would try Restore your iPhone, iPad, or iPod to factory settings - Apple Support - Apple Support if that did not resolve it then I would
contact apple about repair Contact - Official Apple Support
iPhone 11 is very slow and sluggish
