I recently bought and apple watch off mercari which was used but barely. I tried connecting and I can’t because it says the previous owner has to enter their apple ID and password but they already erased it off their phone. I don’t know what to do.

You can't do anything. That watch is worthless to you. The original owner must release the Activation Lock that prevents lost or stolen Watches from being used.
