iPhone 12 Pro Bluetooth not working

Hi. My Bluetooth doesn’t seem to be able to pair with devices. Devices wheel spins endlessly. If any devices are found and I click on them the wheel spins and I get a message saying pairing was unsuccessful. My iPad nearby pairs easily with nearby devices. Help please. This iPhone 12 Pro is refurbished and I haven’t been able to pair anything since buying recently. I’m wondering if there is something turned off in settings?
