Every time I turn on my apple TV, it plays audio through the HDMI connection and I have to manually tell it to connect to my Bluetooth audio receiver. Why?

This answer is not helpful. Clearly the question is the user wants the temporary audio output to be permanent and persistent across reboots.
Unfortunately, apple only makes this available with apple tv 4k or newer models. As to why? The only answer I can think of is they want you to upgrade as there is no hardware limitation to this feature otherwise.

The wired connection would be the default, and the bluetooth options are temporary audio output.
Consider if a wired connection is possible. That would improve the audio quality. Bluetooth is compressed stereo at best. Does this audio receiver have HDMI or optical connections that you can use?
