Using the Microphone in a text message on iPhone 11 Pro Max

What is happening after you get that popup? Is it then not letting you select whatever options it is presenting you with?

If it's not allowing you to enable it in the Messages application, you can try enabling it through the Settings menu instead.

1. Go to Settings  > General > Keyboard.

2. Turn on Enable Dictation.

That is expected behavior for Dictation. If you'd like to send recorded audio messages, you'll want to follow these steps:

Record and send an audio message

Instead of writing a text message, you can record an audio message that can be played right in the Messages conversation.

1. In a Messages conversation, tap  to show the app icons below the text field (if necessary).

2. Tap , then do one of the following:

* Record and review a message before sending: Tap  to record, then tap it again to stop recording. Tap  to review, then tap  to send the recording or  to cancel.

* Record a message and send it immediately: Hold  while you record your message, then release to send.

3. Tap Keep to save an incoming or outgoing audio message on your device.

Are both you and the recipient using iMessage? If not and you're using SMS messages, "Audio recording is available only when you and your recipients are signed in to iMessage." per Send recorded audio messages on iPhone - Apple Support

Another way to approach this is to use the Voice Memos app on your iPhone to record your voice. Then, you can attach that audio file to a text or email. This resource explains how to use Voice Memos:
