How does one create a new Finder window by clicking on dock icon

Getting a new Finder window by clicking on dock icon doesn't not work as it usually does. This has happened before. Menu Bar? Not a problem.

How can I correect this?

Thanks,

John

What would constitute an Open Window? I assume a window open on the desktop. If so, this your statement doesn't apply to my problem. Having no open windows and right-clicking, 'as usual' doesn't create a window. A left click shows many previously open windows, of course.

EDIT: While writing this and checking left/right click actions, a right-click now creates a Finder window. Nothing else changed. Weird!!!

An open Finder window. If there is no Finder window on the Desktop, clicking the Finder icon in the Dock will open a Finder window. If there is one or more Finder windows open on the Desktop, then you have to choose "New Finder Window" as previously explained.

A Finder window that is not open really wouldn't be a window.

Your primary click and secondary click are reversed.

A normal click on the Dock icon will open a new Finder window if none are already open.

A secondary click on the Dock icon will bring up a contextual menu where you can open various folders or new windows.
