How does one create a new Finder window by clicking on dock icon

An open Finder window. If there is no Finder window on the Desktop, clicking the Finder icon in the Dock will open a Finder window. If there is one or more Finder windows open on the Desktop, then you have to choose "New Finder Window" as previously explained.

Follow the instruction below to open a New Finder Window:

1. 1. Press the Finder App on the Dock with two fingers, then

You have to control/right click on the Finder icon and chose "New Finder Window" in Ventura.

Just Clicking the Dock icon will only open a new Finder window if there are no Finder windows open.

A Finder window that is not open really wouldn't be a window.

I assume a window open on the desktop. If so, this your statement doesn't apply to my problem. Having no open windows and right-clicking, 'as usual' doesn't create a window. A left click shows many previously open windows, of course.

Your primary click and secondary click are reversed.

EDIT: While writing this and checking left/right click actions, a right-click now creates a Finder window. Nothing else changed. Weird!!!

A normal click on the Dock icon will open a new Finder window if none are already open.

A secondary click on the Dock icon will bring up a contextual menu where you can open various folders or new windows.
