Yes, contact your carrier and ask: what or which cooling-off period they use.
Since when did you have that phone number?
It is possible that your number is 'known' to Apple, may have been used/linked to another Apple ID.

A private phone number is linked to your private / primair Apple ID.
A work phone number is linked to your work email address, which is name@company.xxx
You must have a private iPhone and a work iPhone.
So check:
What is your private / primair Apple ID and link that to your private phone number.

Do you have a contract with your carrier and have you contacted your carrier?
I bought a new number from the telecom company in my country. The number was for an old person and it got burned. The telecom company put it on the market for a new one, and I became its new owner.

Attention the issue is not from my mobile sms settings because I can receive sms verification code for other apps example BOTIM.

You new number is a private phone number is linked to your private / primair Apple ID.
2.
You previously mobile number that is associated with your email work, is your work phone number that is linked to your work email address, which is name@company.xxx
For the phone number that does not work, you must contact the relevant carrier.

And i accidently figure it out the way to solve my issue.
I do not know if your case like mine but i didn't receive the code to pass the two steps verification procedure despite the fact that i had received the code to reset my Apple ID.
If you are like i used to be, my suggestion is to turn off the VPN app.
The system could reconize your number as usual.
