Hello Mojoworker53,

Thank you for using Apple Support Communities. You mentioned that you’re unable to turn on Location Services in your settings. If so, we’d like help out and suggest some steps you can try to sort this issue out. First, you’ll want to make sure that you don’t have any restrictions enabled that are preventing you from enabling this feature. Review this resource on how to adjust your restrictions: Use parental controls on your child's iPhone, iPad, and iPod touch - Apple Support

1. Go to Settings and tap Screen Time.
2. Tap Turn on Screen Time, then tap it again. Choose "This is My [Device]" or "This is My Child's [Device]."
3. Tap Content & Privacy Restrictions. If asked, enter your passcode, then turn on Content & Privacy Restrictions.

If no restrictions were enabled, check to see if you have a configuration profile installed. If a profile is installed, removing it might be able to help out: Install or remove configuration profiles on iPad - Apple Support

We hope these steps help out. Thank you for using Apple Support Communities. Take care.
