It would appear that you are unable to install an app despite your iOS being up-to-date. If that is not the case, providing additional details regarding what you're attempting to install and what happens during that attempt would be necessary for future replies.

For concerns with installing apps, If you can’t download or update apps on your iPhone or iPad is the best resource and includes steps to take to identify and resolve potential causes for that behavior.

Please also note that some apps require a minimum iOS version to be compatible, and if that minimum is iOS 16 you would not be able to install said software.
