Are you sure that is an iPhone 8? You can check by going to Settings<General<Device Model. The iPhone 8 has a home button, but the screenshot is showing a white line at the bottom of the screen indicating that this is an iPhone without a home button
Already restarted several times, turned family link off and on and screen time on and off more than 5 times on several occasions. His phone is up to date, went and check all his settings (Siri is off, background data is off, location is off) this is so weird.
I have tried my best, but this is beyond my level. I recommend talking with an Apple Support representative at https://getsupport.apple.com/?caller=home&PRKEYS=, or the easier way would just to turn the Screen Time setting off completey. I am sorry I can't help you with your problem.

Iphone 8, on the latest software.
