I can't update Mac OS and Security patch

i tried :

reinstall OS (5 times)

Repair Disk utility in Normal Mode and Safe mode

close secure boot and allow external drive to install

Reset PRAM and NVRAM

Online Recovery

Checked clock and time

install mac os from external drive 2TB (through usb c hub)

tried install catalina, big sur , ventura does not work

help me please , i can't install and update from app store(application can update but security patch can't update) and external drive

Macbook pro 2018 15inch

Mac OS Mojave (10.14.6)
