Approving request to open up Passwords in Keychain

I've made multiple requests for iCloud to open up my passwords so I could log in to Discord with the verification code. However, after entering my password and entering the code sent to my phone, the "Approve" button was still there and the checkbox was still grayed out.

To clarify further, what type of device are you using iCloud with? Also, are you entering the code in the Discord app when you describe the Approve button being greyed out? The answers of these questions will help us to determine how to proceed.
